I would like to find someone to check on my 97-year-old husband (who will be wearing a Medical Guardian device soon) twice a week while I go out for a few hours. He can be left alone for 20-30 minutes while the carer walks our dog.

Your husband is 97. Do you really want to leave him alone so that your dog can go for a walk? A lot can happen in a few minutes.

What kind of health issues does your husband have?

It makes the most sense for YOU to walk the dog before you go out. A dog can "hold it" for a few hours. I also do not understand that you cannot hire a cook but can hire outside help which is more costly. Have you considered adult day care?
